Morgan Woodle, PhD, serves as a research associate of RISE. His research centers on public
administration and management, with an emphasis on social equity, bureaucratic discretion, and the
influence of public opinion on administrative decision-making. Woodle is particularly interested in how
political dynamics and institutional constraints shape the implementation of diversity, equity, and
inclusion (DEI) initiatives in public organizations. Woodle's work utilizes a mixed-methods approach that
includes survey experiments, interviews, and content analysis. Woodle’s work examines the
intricate relationship between citizens and the administrative state, particularly in contexts where
social equity policies encounter political opposition.
