Morgan Woodle, PhD, serves as a Research Associate with RISE. Research focuses on public administration and management, emphasizing social equity, bureaucratic discretion, and the impact of public opinion on administrative decision-making. Woodle has a particular interest in how political dynamics and institutional constraints influence the implementation of diversity, equity, and inclusion (DEI) initiatives within public organizations.

Employing a mixed-methods approach—including survey experiments, interviews, and content analysis—Woodle’s work examines the complex relationship between citizens and the administrative state, especially in contexts where social equity policies face political opposition.
